Mrs. Stephens reported that at this time they have only <br />a rough draft of a proposed budget and she would like to <br />request that her group be placed on the agenda of the April <br />21st meeting, in the morning, if possible, at which time <br />they will make a presentation re their goals and present a <br />more detailed budget. <br />Chairman Scurlock expressed grave concern about the <br />fact that we do not have a contractual agreement with the <br />existing Library Association, as required by the State, a <br />fact which the State has overlooked for years. <br />Motion was made by Commissioner Lyons that the Attorney <br />a <br />be authorized to draft an ordinance establishing a County <br />Library System and also prepare appropriate agreements for <br />the Vero Beach and Sebastian Libraries. <br />Commissioner Fletcher stated that he personally would <br />prefer to proceed with the appointment of the Library Board <br />first to provide us with a good cross section of representa- <br />tion for guidance rather than create an ordinance <br />immediately: <br />Commissioner Lyons' Motion died for lack of a second. <br />Motion was made by Commissioner Fletcher, seconded by <br />Commissioner Wodtke, to form a Library Board per the <br />recommendation in Commissioner Lyons' memo of April 1st, and <br />this Board then will come up with a recommendation for an <br />ordinance. <br />Discussion ensued re the possibility of forming a <br />Library Municipal Service Taxing District, and Commissioner <br />Lyons stated that he took this into account, but felt this <br />is a two step situation and that we need a recommending <br />body. He stated that he mainly wanted to find some <br />mechanism to put these people in business hs far as a budget <br />is concerned and felt we may need two step agreements with <br />both libraries also. <br />71 <br />APR 7 1982 49 PAR00 <br />*"S _ <br />
