Administration Bldg. <br />1840 25th Street , <br />Vero Beach, Florida 32960 . <br />Re: Rural Sanitation Service <br />Dear Mr. Brandenburg: <br />2165 15TH AVENUE <br />VERO BEACH, FLORIDA 32960 <br />TELEPHONE 567-4355 <br />n AREA CODE 305 <br />jS 11`, <br />Ofyc'�e <br />I have met with Robert Fryer of Rural Sanitation Service <br />-concerning your draft of a new sanitation service franchise. <br />I imagine this draft has been sent to Waste Management in <br />Chicago and -we would be interested in their reply. <br />First, Rural Sanitation Service is the only original fran- <br />chiseholder faithfully carrying out its franchise duties for <br />over 23 years. Indian River Sanitation was granted a <br />franchise a few years ago with the blessing of Rural Sanita- <br />tion to provide competition, as all other services had <br />ceased to exist. Now, Indian River is failing and the <br />County has bailed them out by approving a national service <br />to come into this small county. We have really not had <br />problems in our county, we feel, because Rural Sanitation <br />Service has been faithful and reliable on a daily basis. We <br />feel the draft proposed may be appropriate and needed for <br />Waste Management but not for us. <br />Since you are new to the County, I would like to explain why <br />we even started with the original franchises. The County <br />saw the problems in other counties where permits were given <br />and free enterprise in the garbage business was allowed. <br />The health of the communities suffered because of <br />indiscriminate pick ups, charges and dumping. Indian River <br />County decided to limit any further sanitation companies in <br />the County. Since trucks cost from $50,000 to $75,000, and <br />there are other large capital expenditures, the <br />franchiseholder must know he will not be put out of business <br />at the whim of the County administration or by new operators <br />starting up at will. <br />Our comments on the proposed resolution are as follows: <br />A. Waste Management's franchise should be for one (1) year <br />and be a probationary period to see if they can act within <br />the rules. Already Indian River Shores is having a problem <br />since they moved in without authority of the Town. <br />MAY 191982 53�rc <br />
