IAY 2 6 1982 neo 49 839 <br />Considerable discussion ensued revolving around the <br />fact that the County, at present, is very short of key <br />personnel, i.e., the Administrator, Assistant Administrator <br />and head of the Planning & Zoning Department, and this may <br />4 <br />not be the most appropriate time to make such a move. It <br />was further noted that six months' notification is required, <br />and Assistant Administrator Greene reported that in <br />February, 1982, a letter was sent to Vero Beach City Manager <br />John Little indicating a date of October 1, 1982, for the <br />proposed take-over. <br />f <br />Commissioner Wodtke felt the report by Long & <br />Associates was excellent, but pointed out that it is based <br />only on a one year period, and he believed we need more <br />background to get a better picture of the overall situation, <br />permit structure, personnel organization, etc., in order to <br />be able to determine whether this should be set up as a <br />joint operation or a County only department. <br />City of Vero Beach Finance Director, Tom Nason, <br />informed the Board that while he has not had any input from <br />the City Council on this matter, staff has reviewed it. If <br />the transfer went along with the previous letter of notifi- <br />cation, they would recommend the City retain their own. <br />Building Department; however, on the basis of a long range <br />setup where there would be the opportunity to negotiate and <br />come up with a common ground all could agree upon, they felt <br />something could be worked out. Mr. Nason continued that they <br />have prepared two budgets - one in which they continue as at <br />present and one based on the City continuing on its own. <br />He personally was of the opinion that they would like to <br />continue as a joint department at least for this year. <br />Discussion followed about the charges presently being <br />made to the joint enterprise by the City, the estimated <br />revenues, and the considerable amount of construction <br />activity in the County as opposed to the City.
