JUN 16 1982 <br />B -id Item No. 5 - Electrical <br />�aoK 50 Pest 42 <br />This'low bidder was White Electric of Vero Beach, with a Base bid and alter- <br />nate Bids 5D, 5E, and 5F amounting to $21,784. No performance bond is required. <br />A 5% bid bond was submitted. Since the bid opening a minor change has occurred <br />which will result in an additional charge. <br />The final contract with Change Order Number 1 will amount to $ 2 3, 3 8 4 if <br />the award goes to White Electric. <br />ALTERNATIVES AND ANALYSIS <br />The following alternatives are presented <br />Alternative No. 1 <br />Bid Item No. 1 - Architectural Site Work - No bidders responded with a bid, <br />however, the bidder for Bid item No. 2, Fire Escape, Barry's Ornamental, has agreed <br />to do the work for $ 6,200. This can be accomplished with a Change Order in the <br />Amount of $ 6,200. <br />Bid Item No. 2 - Fire Escape - Award the bid to the low bidder, Barry's <br />Ornamental Iron Works, for $2,719. The bidder has qualified his bid as "not <br />including tax". <br />Bid Item No. 3 - Security Fencing - Award the bid to AlA Construction Services, <br />Inc., the only bidder; in the amount of $19,400. The County would waive the for- <br />mality of the Bid bond and performance bond, both of which were required by the <br />Contract documents. The performance bond is not required since the Contract does <br />not exceed $25,000. <br />Bid Item No. 4 - Mechanical - HVAC - Award the Contract to the low bidder, <br />Indian River Cooling, for Bid items 4A,4C,4D, and 4F in the amount of $22,101. The <br />County would waive the following formatities: <br />1) The bidder submitted two bids whereas the Contract Documents specifically <br />stated that "only one bid from any,firm, partnership, or corporation, under <br />the same or different names, will'be considered". <br />2) The bidder did not submit a bid bond. <br />3) The bidder did not submit a performance bond, however, no bidder did do <br />so properly, and since the work is below $25,000., Florida Statutes does <br />not require it. <br />The County can also purchase a Service Contract with General Electric for <br />$95/ton, amounting to $ 3 325. This will cover all parts and labor for five (5) <br />years. The regular manufacture warrantee covers the compresser and condenser for <br />five (5) years and all parts and labor for one (1) year. <br />Bid Item No. 5 - Electrical - Award the Contract to White Electric for items <br />5A,5B,5D, 5E, and 5F in the amount of $21, 78,,00 Also, approve at the time the <br />Contracts are executed a Change Order in the amount of $ 1,160 for miscellaneous <br />necessary electrical work. <br />Alternative No. 2 <br />Readvertise the call for bids and delete all performance bond requirements. <br />It is not felt that this will be productive, since it appears that no bidders <br />properly bid performance bonds. <br />
