He pointed out that <br />the people have an option to flip the TV switch off, an <br />option to buy an antenna, or an option to pick up the phone <br />and complain loudly. Commissioner Fletcher continued that <br />in the past he has not voted for the rate increase because <br />he felt the company did not have its system well organized, <br />but he has seen management change and seen an effort to make <br />a change. <br />Commissioner Bird stated that although he believed the <br />people present are very sincere in their feelings that they <br />have problems with this company, costs have increased <br />greatly, and he could not feel that a $1.25 monthly <br />increase is out of line as the company has made a sincere <br />effort to improve service in this area. He noted that they <br />were given the increase in the City of Sebastian and Brevard <br />County some time ago, and we have been debating this issue <br />for well over a year. At each meeting we have had <br />approximately 7 or 8 people speak against the service, but <br />this time there also are 4 or 5 letters of appreciation for <br />service given by this company as well as petitions from 50 <br />or more thanking the company for some item of service. <br />Commissioner Bird personally felt the rate increase is <br />deserved at this time. <br />Chairman Scurlock addressed the complaint about the <br />higher percentage of increase in the reconnect charge, <br />noting that this is a way of placing some of the burden on <br />those individuals who are here only a portion of the year. <br />He continued that he previously voted against the rate <br />increase because of significant problems expressed by the <br />public, but this time it appears there have been substantial <br />improvements in material replacement, and he felt if we <br />continue to deny a rate -increase, this company is not going <br />to be able to continue making necesgary improvements.
