This agreement <br />is designed to protect the customers, and there are <br />requirements as to minimum service, reception, expansion, <br />etc. Commissioner Bird did not believe that he has heard <br />anyone tonight say all the channels are bad, but that some <br />such as Channel 5 are poor. He pointed out that the further <br />you are from the sending station, the weaker the signal you <br />will receive and he did not know where in the state you can <br />get further from a major station. <br />Mr. Vickers confirmed that you can get to a certain <br />point by using the best equipment possible, but beyond that <br />you are subject to what happens in the atmosphere. He noted <br />that Channel 5 was hit by lightening and became very bad for <br />a time, but they replaced the damaged equipment and now have <br />a new processor on Channel 5. The only solution Mr. Vickers <br />could see as far as NBC is concerned is that Channel 2 out <br />of Orlando has contacted them and asked if they might have <br />tower space in Palm Bay to rebroadcast in this area. He <br />stated there were problems with the two Channel 21s, and <br />Channel 5 unfortunately is a long way off. Mr. Vickers <br />continued that the programs that come off the satellite (4, <br />7, 12, and 13) are of considerably better quality than the <br />others, and that was the main reason for offering more <br />satellite channels. <br />Commissioner Fletcher commented that the franchise the <br />County offers for this area is non-exclusive and others can <br />come in and compete. He noted that Breezy Village seems to <br />have a recurring complaint and asked if there is a real <br />problem or if the people there are merely extra critical. <br />Mr. Vickers commented that he previously worked as <br />engineer for Jones Intercable and he put in some of the <br />equipment for Breezy Village and the Lamplighter Mobile Home <br />Court.
