COOPER'S REQUEST TO <br />Acting Coun Administrator REZONE .77 ACRES FROM R-1 <br />TO R -2A <br />Letter from. Jerome D. Quinn <br />FROM: Dennis Ragsdale REFERENCES: to Carolyn Eggert and Don <br />Staff Planner C. Scurlock, dated 6/2/82. <br />DESCRIPTION AND CONDITIONS: <br />The applicant is requesting that a .77 acre parcel of land be <br />rezoned from R-1, Single Family Residential (6.2 units/acre) <br />to R -2A, Multi -Family Residential (4 units/acre). The Plan- <br />ning and Zoning Commission unanimously denied this request in <br />their regular meeting held on May 27, 1982. A letter appeal- <br />ing this decision was received on June 4, 1982. <br />ANALYSIS: <br />The property is located on the north side of 10th Place, <br />approximately 475 feet west of Old Dixie Highway. The Compre- <br />hensive Plan designates the subject property LD -2 (up to <br />6 units/acre). <br />The site is presently occupied by a single family residence <br />and a frame house connected to a mobile home which is also <br />used as a residence. Rezoning the .77 acres to R -2A would <br />allow a maximum of 3 units to be developed... __. <br />Single family homes are located to the east, west, and south <br />.of the subject property. Several mobile homes are also located <br />in the vicinity. To the north the land which fronts on 12th <br />Street is zoned C-lA, Restricted Commercial. Offices and <br />other commercial uses, single family homes, and storage <br />warehouses are situated in this area. <br />STAFF POSITION: <br />Rezoning the subject property from R-1 to R -2A would create <br />a "spot" zoning, which does not compliment the existing <br />residential pattern. <br />RECOMMENDATION: <br />Staff recommends denial of the request to rezone the .77 acre <br />parcel from R-1 to R -2A.1 <br />Attorney Jerome Quinn came before the Board represen- <br />ting the applicant, Ida Cooper and her son, Charlie Cooper. <br />He explained that Mrs. Cooper lives on 10th Place.
