The applicant, Mr. Lowenstein, came before the Board <br />and stated that he proposed to develop this property, which <br />is to be made up of approximately ten 1/2 acre lots, and <br />landscape it in a manner that will enhance the rest of'the <br />property in the area. <br />It was noted that the only concern expressed by people <br />in the area has been in relation to the traffic this might <br />generate, and Commissioner Lyons asked if Mr. Lowenstein <br />planned to come in on 71st Avenue. <br />Mr. Lowenstein replied that he had not felt it wise to <br />spend a lot of money on engineering before the zoning was <br />approved. <br />Planner Dennis Ragsdale read into the record the <br />following letter from Mr. & Mrs. Chester Schmalz: <br />Board of County Commissioners 15 July 1982 <br />i840) �: jth Street <br />Irarc Beach, FL 32960 <br />Gentlemen: <br />We wish this letter to become part of the record in the <br />forthcoming hearing on July 21, 1982, in relation to <br />Mr. Julian Lowengtein's request to rezone the following <br />described property from A--Agricultural-District to R -1A, <br />Single Family ReEiidential: <br />The West 10 Acres of the East 20 acres of Tract 11, <br />Section 6, Township 33 South, Range 39 Last, <br />according to plat filed in the office of the <br />Clerk of the Circuit Court of St. Lucie County, <br />Florida, in Plat Book 2, page 25, said land now <br />lying and being in Indian River County, Florida. <br />We, to undersigned adjacent property owners to the above <br />described land are opposed tc the requested zoning change <br />if the intended future development of this subject land <br />relies upon the use of 71st ;venue and the sole use of the <br />eastern drainage ditch of Little Portion sub -division as <br />t.' -.e means of transportation right-of-way and area drainage. <br />We are not opposed to the requested zoning change if the <br />record of the July 21, 1982, hearing will contain a state- <br />ment by you gentlemen requiring mandatory development of <br />a separate Avenue (street) from State Road 60 to this <br />subject 10 acre property. <br />Yours truly, <br />Chester E.
