D. Clerk to Transmit Copies of Deeds. To aid in the <br />enforcement of this ordinance, the Clerk to the Circuit Court of <br />Indian River County is requested to transfer to the Community <br />Development Division copies of all deeds conveying land in <br />unincorporated Indian River County, that have been filed in the <br />Official Records of the County. The Clerk shall be reimbursed for <br />the actual cost of the copies. <br />PROCEDURE AND REQUIREMENTS FOR SUBMITTING AND PROCESSING <br />SUBDIVISION APPLICATIONS <br />A. Procedure. All plats for new subdivisions must be <br />submitted and processed through the following five (5) proce- <br />dures: <br />(1) Pre -application conference between applicant and the <br />County Community Development Staff. <br />(2) Submission and approval of a preliminary plat. <br />(3) Application for and issuance of a land development <br />permit. <br />(4) Submission and approval of final plat. <br />(5) Issuance of Certificate of Completion. <br />B. Validitv of Subdivision Not Meetina the Reauirements <br />of this Ordinance. No plat of any subdivision shall have any <br />validity until it shall have been approved in the manner pre- <br />scribed by this ordinance. In the event an unapproved plat is <br />recorded, it shall be considered invalid. No person shall trans- <br />fer, sell, agree to sell or negotiate for the sale of any land by <br />reference to, exhibition of or by the use of a plan or plat of a <br />subdivision before such plan or plat has been finally approved and <br />officially recorded according to the terms of this ordinance. The <br />description of any lot by metes and bounds shall not exempt the <br />transaction from the provisions of this ordinance if the trans- <br />action would be subject hereto otherwise. The building official <br />shall not issue any permits for new construction on a lot in any <br />subdivision created after the effective date of this ordinance <br />which has not been approved pursuant to the provisions of this <br />ordinance. <br />-15- <br />
