either of the following procedures. No construction may commence <br />until the applicant obtains a land development permit, see Section <br />7 (D) 1. <br />(a) Construction before Final Plat Approval. The <br />applicant shall submit construction plans and specifications as <br />required in Section 7 E. (3) of this ordinance together with a <br />request for a land development permit. A certificate of ownership <br />shall accompany the request. The improvements required by this <br />ordinance and the preliminary plat approval shall be completed <br />prior to final plat approval, -or <br />(b) Construction after Final Plat Approval. The <br />applicant shall submit construction plans and specifications as <br />required in Section 7 E. (3) of this ordinance for subdivision <br />improvements and obtain a Land Development Permit. The Land <br />Development Permit shall be submitted with a final plat drawing <br />for approval. Security will be required for the performance and <br />maintenance of all improvements which are to be constructed after <br />final plat approval (See Section 9 A.). <br />3) Plans and Specifications Required for a Land <br />Development Permit. The applicant shall furnish to the Public <br />Works Director the construction plans and -specifications designed <br />in accordance with the approved preliminary plat and the require- <br />ments of this ordinance for the construction of all improvements. <br />The applicant must have obtained and shall submit all utility per- <br />mits and franchises required by the Indian River County Utility <br />Division and ordinances prior to the issuance of a land develop- <br />ment permit. All construction plans and specifications must be <br />prepared, signed and sealed by a professional engineer who is <br />registered in the State of Florida. Engineering calculations and <br />tests in support of any of the proposed plans and specifications <br />may be required. The drawings and required information shall be <br />so complete that review and analysis can be made from them without <br />research of any outside data. Three (3) copies of the plans shall <br />be submitted on twenty-four (24) inch by thirty-six (36) inch <br />sheets unless another size is approved by the County Public Works <br />Director, and shall contain, but shall not be limited to: <br />(a) a cover sheet, including a location map. <br />-26- <br />
