w <br />agencies and the fire district in which the property exists and <br />shall be spaced to have a five hundred (500) foot radius of cover- <br />age. <br />R. Access to Water. Every subdivision that fronts upon <br />the Atlantic Ocean, the intracoastal waterway, the Indian River or <br />other natural water body or course for a distance of six hundred <br />(600) lineal feet shall dedicate to the public forever a minimum <br />of one fifteen (15) foot access easement for each one-quarter <br />(1/4) mile or portion thereof to the water for use by the general <br />public and shall construct thereon a walkway from the nearest <br />publicly dedicated street to the water. The County may waive the <br />dedication of the easement in return for the dedication of the <br />fair market value of such easement, to be used for capital <br />improvements to the park system. <br />(1) Where any portion of a proposed subdivision <br />abuts a coastal beach and where the subdivision <br />street pattern is an essentially rectilinear <br />grid system, the fifteen (15) foot beach access <br />points shall be a continuation of the streets <br />in the subdivision and shall extend to the mean <br />high water line. <br />(2) In all cases, the developer may elect, with the <br />approval of the Community Development Director, <br />or the Planning and Zoning Commission may <br />require that all or part of the required access <br />points be combined into one or more beachfront <br />access points or parks of a design approved by <br />the Planning and Zoning Commission. <br />(3) All access points will be paved and land- <br />scaped with adequate irrigation. <br />(4) All access points and beachfront parks will be <br />provided with dune crossover walks approved by <br />the Public Works Division. <br />(5) The developer shall receive a credit against <br />any park and recreation fee imposed by the <br />County against the project for the provision of <br />-61- <br />
