means permanent control point, which shall be a secondary horizon- <br />tal control monument and shall be a metal marker with the point of <br />reference marked thereon or a 4 -inch by 4 -inch concrete monument a <br />minimum of 24 inches long with the point of reference marked <br />thereon. Each "P.C.P." shall bear the registration number of the <br />surveyor filing the plat of record. <br />42) P.R.M. As defined in Chapter 177 Florida Statutes <br />means a permanent reference monument, which consists of a metal <br />rod a minimum of 24 inches long or a 1 -1/2 -inch minimum diameter <br />metal pipe a minimum of 20 inches long, either of which shall be <br />encased in a solid block of concrete or set in natural bedrock, a <br />minimum of 6 inches in diameter, and extending a minimum of 18 <br />inches below the top of the monument, or a concrete monument 4 by <br />4 inches, a minimum of 24 inches long, with the point of reference <br />marked thereon. A metal cap marker, with the point of reference <br />marked thereon, shall bear the registration number of the surveyor <br />certifying the plat of record, and the letters "PRM" shall be <br />placed in the top of the monument. <br />43) PLANNING AND ZONING COMMISSION. The Planning and <br />Zoning Commission of Indian River County. <br />44) PLAT, FINAL. A finished map being a complete, exact <br />representation of a subdivision accurately showing all legal <br />requirements of applicable Florida Statutes and the requirements <br />of this ordinance, which may include "replat," "amended plat," or <br />"revised plat." <br />45) PLAT, PRELIMINARY. .A _t tative plan of a proposed <br />subdivision in sufficient detail to gauge compatibility with the <br />Comprehensive Plan, Zoning Ordinance and other development regula- <br />tions of Indian River County. <br />46) PLAT OF RECORD. A plat which conforms to the <br />requirements of the laws of the State of Florida and ordinances of <br />Indian River County at the time of approval by the County <br />Commission which is recorded in the Official Records of Indian <br />River County by the Clerk pursuant to law. <br />47) PRIVATE STREET. A privately owned access to abut- <br />ting property, which serves more than one property, is not <br />-8- <br />
