Hardin,rnistrator <br />PhD <br />Acting County SUBJECT: Improvements to 14th Street between <br />U.S. Highway 1 and 6th Avenue <br />FROM: Jams W. Davis, P.E., `yet, REFERENCES: <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />The.Council on Aging appeared before the Indian River County Board of County <br />Commissioners in May to request improvement of 14th Street from 6th Avenue <br />west to the new building that the Council on Aging is seeking to purchase. At <br />the present time, the County only has a portion of the needed right-of-way in <br />which to construct a proper road. The County Public Works Department was <br />instructed to survey the road, and design a proper road, and indicate necessary <br />right-of-way. <br />ALTERNATIVES AND ANALYSIS <br />The survey has been performed and a conceptual design complete. The following <br />alternatives are recommended. <br />Alternative No. 1 <br />Acquire a minimum 50' right-of-way from US 1 to 6th Ave. and construct a <br />20' wide road the entire length. This action would result in eliminating parking <br />for the Clock Restaurant and Patio Shop and also create a widely used thorough- <br />fare connecting US 1. Since US 1 is currently a high accident corridor, this <br />alternative would possibly create another high accident intersection. This <br />alternative is not recommended. <br />Alternative No. 2 <br />Terminate 14th Street at the east property line of the. Clock Restaurant <br />and Patio Shop. A cul-de-sac could be constructed 300 ft. east of US 1. The <br />only means of access to 14th street would be from 6th Avenue. This would <br />segregate mostly residential from commercial traffic and eliminate a thorough- <br />fare connecting to US 1. A barricade could be constructed west of the cul-de- <br />sac. Paving of the street to be by Special Assessment Ordinance 81-27 and <br />right-of-way acquisition by donation. The impact of this Alternative on US 1 <br />would be minimal. <br />RECOMMENDATION AND FUNDING <br />To avoid another potential high accident intersection at US 1 and to segregate <br />commercial and residential,use, Alternative -No. 2 is recommended. Funding to <br />be by Special Assessment. <br />It is requested that the staff be authorized to circulate a petition and seek <br />right-of-way donation. <br />Plans of Alternatives 1 and 2 are exhibited in the Office of the Secretary of <br />the Board of County Commissioners. <br />� AUG 41982 <br />40 <br />Bo 50 f„va 791 <br />
