project and review all available.data including Sixteenth Street <br />Traffic Improvement Plan. <br />(2) Engineer shall provide an analysis of County's <br />needs, planning surveys, site evaluations and comparative studies <br />of prospective sites and solutions and will meet with the Public <br />Works Department to discuss and clarify same. <br />B. Design Phase <br />(1) Upon receipt of written authorization to <br />proceed through the design phase from the Director of the Public <br />Works Department, the Engineer shall visit the site of the pro- <br />posed work, become thoroughly familiar with all conditions affect- <br />ing the work, and the scope of work as presented in the prelimi- <br />nary report approved by the Board of County Commissioners and the <br />Transportation Planning Committee. <br />(2) The Engineer, shall arrange for and obtain all <br />aerial photography, horizontal and vertical control, survey work, <br />soil survey investigations, including percolation testing if <br />required and perform such other services as are necessary or <br />desirable to advance the project. The Engineer shall obtain <br />approval of preliminary work from any local, State, or Federal <br />agency having an interest in the project. The Engineer shall pro- <br />vide preliminary engineering data, including sketches, drawings <br />and recommendations regarding type of roadway drainage systems, <br />FEC Railroad crossing details, and DOT project coordination. <br />(3) The Engineer shall prepare, at a scale approved <br />by the Public Works Director, a preliminary plan of the project <br />design showing the location of all pavement, drainage facilities, <br />structures, curb, pedestrian and bikeway facilities and related <br />improvements for approval by the Indian River County Public Works <br />Director prior to commencing with final design phase. <br />A preliminary cost estimate shall be prepared <br />by the Engineer to be submitted to the County Public Works <br />Director along with the preliminary plan. The preliminary plan <br />shall show the limits of all right-of-ways and easements to be <br />acquired by the County for the project.
