Urban Services: <br />Water - Oslo Park Subdivision lies in the number one priority <br />service area proposed in the Utilities Element of the -1982 <br />Comprehensive Plan. Construction of Capital improvements <br />to provide water to this area has already begun and the South <br />County Water Plant should be on-line by November of 1982. <br />Water mains parallel to Oslo Road presently extend beyond the <br />Oslo Park Subdivision. <br />Based on the existing uses and anticipating similar uses to <br />be developed, if the rezoning request is approved, it is <br />expected that less water will be required if the area is <br />developed as restricted industrial rather than general com- <br />mercial. <br />Sewer- Public sewage service will not be readily available <br />in -Oslo Park. Individual septic tanks will be required as <br />development occurs. The County's Environmental Health Unit <br />reviews all septic tanks for industrial facilities and <br />refers the permit to the State Department of Environmental <br />Regulation, if determined necessary. These reviews will <br />limit the uses which may occur on the lots in Oslo Park and <br />will serve to eliminate the possibility of obnoxious wastes <br />affecting nearby residents. <br />Transportation - The roads within Oslo Park are presently . <br />unimproved. Restricted industrial development will generate <br />considerably less traffic than would general commercial <br />uses. While less traffic would be generated, trucks would <br />become more prevalent if the area Vere developed as re- <br />stricted industrial. Truck traffic, while less in numbers <br />of trips, may cause a greater impact on the roads and <br />create more noise than would automobile traffic. <br />Oslo Road is a major east/west corridor which provides access <br />to Oslo Park. This roadway is capable of handling both <br />automobile and truck traffic. It is designated as an arterial <br />road on the County's Thoroughfare Map. This designation <br />calls for 120 feet of right-of-way which is a substantial <br />increase from the existing 70 feet. <br />ALTERNATIVES: <br />1. Approve the proposed rezoning request and encourage <br />redevelopment of this area consistent with existing <br />land uses. This could be accomplished through initiating <br />rezoning action on Blocks A, B, and C from C-1 to M-1, <br />and on Blocks D and E from C-1 to R-1. <br />While this would allow a variety of restricted industrial <br />uses in close proximity to residential uses, through <br />site plan and County Health Unit review, many potentialy <br />adverse impacts will be eliminated. <br />Restricted Industrial zoning of Blocks A, B, and C and <br />Residential zoning of Blocks D and E will, for the short <br />term, allow similar uses to those presently existing to <br />be developed in Oslo Park. The effect of this would be <br />the creation of a mini -restricted industrial park in <br />close proximity to a residential neighborhood. As growth <br />of the area occurs, those who work at the restricted <br />industrial facilities will find nearby homesites available. <br />2. Approve only the proposed rezoning request. <br />This would result in a "spot" zoning and the County <br />would continue to be in the position where developers <br />question why their land cannot be put to a use similar <br />to their neighbors. This alternative may also lead <br />to slowing or eliminating development in the Oslo Park <br />Subdivision, Blocks A, B, and C of Unit 1. <br />AUG 181982 70 aw 51. PAGE 89 <br />
