SEP f 1992 <br />7. Traffic Circulation: Two access points connecting to <br />15th Place are proposed. Presently, <br />15th Place has 12 feet of existing <br />paving for the entire frontage of <br />the property. The westerly access <br />point is within 52 feet of 7th Ave., <br />a 70' Right -of -Way which is presently <br />not open. <br />.8. Storm Drainage Plan: Approved by Public Works Director <br />on March 30, 1981. <br />9. Landscape Plan - Perimeter Trees Required 41 Provided 41 <br />Interior Trees Required '$ <br />10. Water Supply and Sewage System: Impact.fees have been <br />paid to the County for _ <br />provision of water and <br />sewer services. <br />11. Surrounding Land Uses: Single family homes lie north, south <br />and east of the subject property. <br />An equipment storage yard is <br />located to the west in the com- <br />mercial zoning district. <br />The Land Use Element of the Comprehensive Plan designates the <br />subject property as MD -2 (up to 10 units/acre). Development <br />of the subject property at the maximum of 10 units/acre would <br />be a significant increase in land use intensity over the <br />existing single family homes to the north, east, and west. <br />Development of the subject property at 16.41 units/acre is <br />inconsistent with the surrounding land uses, existing zoning <br />and the Comprehensive Plan. <br />Additional items on the site plan which require attention <br />include: <br />1. Access is provided from 15th Place. Twelve feet of pave- <br />ment presently -exists and the applicant proposes to expand <br />this to 20 feet. The pavement and roadway design should <br />meet the approval of the Public Works Director. One of <br />the proposed access points lies 52 feet from 7th Avenue <br />Right -of -Way. If 7th Avenue is improved in the future, <br />this could cause a hazardous situation. The access <br />point should be a minimum of 150 feet from the 7th Avenue <br />Right -of -Way line; and <br />2. At least 15 of the proposed trees, which are required by <br />the County's landscaping ordinance, are native Azalea, <br />which do not comply with the criteria. established for <br />trees outlined in the Indian River County Code of Laws <br />and Ordinances, Section 132-19. Plant Materials. <br />RECOMMENDATION: <br />Staff recommends denial.of the appeal for site plan approval. <br />
