ARTICLE SIX <br />PROCUREMENT OF SERVICES <br />6.4 (CONTINUED SOLICITATION OF PROFESSIONAL SERVICES COVERED <br />BY CCNA) <br />E. RANKING OF FIRMS. The voting members of the <br />selection negotiation committee, after discussions <br />and/or presentations by each short listed firm, <br />will vote on the final ranking. The ranking of <br />firms shall indicate the committee's view of the <br />firm that will best serve the interest of the <br />County with factors considered such as the ability <br />of prfessional personnel' past performance; <br />willingness to meet time and budget requirements; <br />location; recent, current, and a projected workload <br />of the firm; the volume of work previously awarded <br />to each firm by the County. <br />F. RANKING REPORTED TO THE BOARD. On completion of <br />the selection process, the committee shall report <br />the ranking -of the f-irmsto—the—Us ing Division <br />Director who shall immediately advise the members <br />of the Board, in writing, of the three or more <br />firms selects a and their ranking in order of <br />preference. <br />G. NEGOTIATIONS PROCEED IF NO CONCERN EXPRESSED BY <br />BOARD. If no Commissioner indicates concern with <br />the selection or ordering, the selection- and <br />negotiation committee may proceed with <br />negotiations. <br />H. PROCEDURE IF A CONCERN IS EXPRESSED. If one or <br />more Commissioners have concerns which cannot be <br />resolved without changing the selection or <br />ordering, a motion shall be placed before the Board <br />to approve the selection and ordering and <br />negotiation shall not proceed until the Board has <br />taken approving action. <br />I. NEGOTIATIONS. The negotiation committee may <br />attempt to negotiate a contract with the highest <br />ranked firm to perform services at a compensation <br />which the committee determines to be fair and <br />reasonable, if the committee is unable to <br />negotiate a satisfactory contract with the firm <br />obtaining the highest ranking, negotiations with <br />that firm shall be formally terminated. The <br />negotiation committee then shall undertake <br />negotiations with the second ranked firm.
