J A N 5 19,83 <br />BOK 52 rhu 5J 6 <br />Attorney Michael Caravaglia, 3111 Cardinal Drive, came <br />before the Board representing the applicant. He stated that <br />Planning & Zoning Commission approved the R -2D requested. <br />The property to the west is R -2B and to the east is <br />Agricultural, but under the Land Use Plan, it has been <br />designated part of the commercial node. He believed that <br />one of the owners of the property to the east has indicated <br />intentions of developing on a commercial basis and he, <br />therefore, felt the best use of this property is R -2D. <br />Community Development Director Bruce King wished it <br />made clear that the Land Use Plan does not reflect a <br />commercial node for the intersection of Kings Highway and SR <br />60 at this time, although there is the option that location <br />may develop into a commercial node in the long term. Mr. <br />King further noted that during site plan approval, which is <br />required for multi -family development, staff will be looking <br />for establishment of a non -access easement on the part that <br />abuts Rivera Estate Subdivision. <br />Commissioner Lyons questioned whether this narrow piece <br />of property can be developed to provide access only to <br />Highway 60, and Mr. King confirmed that it could be <br />developed under multi -family and provide access. <br />Commissioner Pletcher discussed the traffic generated <br />by such a development and expressed concern about the <br />possibility of using up all the capacity of SR 60 before.50% <br />of the land is developed. He believed our Land Use Plan <br />allows development in excess of the road's capabilities. <br />Mr. King pointed out that these figures must relate to <br />the entire road network and you must consider origin and <br />goal of trips. <br />Commissioner Pletcher wished to plan based on the worst <br />case and felt we still do not have all the data we need. <br />Administrator Wright noted that Mr. King will be <br />working on this during the year with a computer, and <br />
