ORDINANCE 2012-019 <br />application being reviewed for a concurrency determination will be <br />compared to the available capacity. If the available capacity is more <br />than the projected demand, a concurrency determination certificate <br />will be issued. If there is not sufficient capacity available, the <br />applicant has the option to mitigate for additional capacity. No <br />concurrency determination certificate will be issued if the demand <br />exceeds available supply. <br />In addition to the manually updated computerized concurrency <br />database, the community development department will maintain an <br />updated socioeconomic database by traffic analysis zone. This <br />database will be updated automatically with approval of concurrency <br />certificates, building permits, certificates of occupancy and other <br />project approvals. This database shall constitute the vested alternative <br />database. Using the vested alternative database and the existing <br />conditions database, the staff will on a regular basis, but not less than <br />once each six months, run the FSUTMS model. For each segment on <br />the network, a new existing plus vested volume will be obtained by <br />taking the difference between the vested run and the existing run and <br />adding that differential to the last counted volume for the segment. <br />SECTION #2: <br />Amend LDR section 952.07, Traffic impact study, to read as follows: <br />(1) Purpose. <br />(a) The purpose of a traffic impact study is to identify the potential impacts of new <br />development on the Indian River County transportation system and to provide <br />information which will allow a concurrency determination to be made on each <br />impacted segment. The traffic impact study will identify development traffic <br />volumes on each impacted segment, identify those segments on which the adopted <br />level of service cannot be maintained, include segment and intersection analysis and <br />identify potential solutions for those segments and intersections on which the <br />adopted level of service is not being met. <br />(2) Intent. <br />(a) The intent of this section is to define the requirements, procedures and methodology <br />for the submission of a traffic impact study in Indian River County and to provide an <br />equitable, consistent and systematic means of determining the future impact of <br />proposed developments while maintaining the adopted service levels on all <br />roadways. <br />(b) Nothing contained in this section shall waive any requirement contained elsewhere in <br />the Indian River County Code. <br />Bold Underline: Additions to Ordinance 2 <br />Stfike tgreegh Deleted Text from Existing Ordinance <br />C:\Documents and Settings\tlister\Local Settings\Temporary Internet Files\Content.Outlook\QPAZMTU8\2012-019 952 and 910 Traffic.doc <br />
