and the C-1 District zoning regulations, it is the opinion of the Indian <br />River County Traffic Engineer that the Old Dixie Highway can accomodate <br />"the expected traffic flow. <br />RECOn,UTDATION: <br />Based upon the above analysis, staff recommends approval of the rezoning <br />request. The residents of the existing mobile home park adjacent to the <br />subject property should be given adequate buffering protection through <br />the establishment of the ten (10) foot planting strip provided on the <br />subdivision plats and through site plan approval. <br />Mr. Challacombe pointed out the characteristics of the <br />property on an aerial, emphasizing the heavy commercial and <br />industrial in the area and the need for implementing a 10' <br />planting strip to buffer the mobile home park in this area. <br />Commissioner Wodtke commented that apparently Planning <br />&'Zoning approved this with a condition regarding the buffer <br />strip, and he wondered if that was legal. <br />Attorney Brandenburg felt it was stated improperly in <br />the Planning & Zoning Minutes. He believed when the <br />property was platted, it had a 10' planting buffer and it <br />was merely pointed out that when folks come in for site plan <br />approval, they will require the buffer to be planted at that <br />time. <br />The Chairman asked if anyone wished to be heard. There <br />were none. <br />ON MOTION by Commissioner Lyons, SECONDED <br />by Commissioner Scurlock, the Board unani- <br />mously closed the public hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Lyons, the Board unanimously <br />adopted Ordinance 83-16, rezoning Dixie <br />Commercial Park Subdvision and M.C.C.
