You <br />then stated that there was a 2 to 3 month delivery time on the <br />door and you stated that you could order the door and, if the <br />Board did not approve the change order, you would simply cancel <br />the order. It was, at that time, clearly understood that the <br />County was under no obligation to your firm. The door was <br />ordered "at your own risk", with no formal change order or <br />contract to cover the door construction. It was clearly <br />understood by both of us that we were still on hold until the <br />Board of County Commissioners acted on a Change Order. <br />July 21, 1982 - During the regular meeting of the Board of County <br />Commissioners, the Board authorized the staff to specify a <br />less expensive door at the north entrance to the jail. After <br />that meeting, this information was conveyed to you. Your <br />attitude at that time was "no problem". <br />September 2, 1982 - The County received your August 6, 19821 letter t <br />with a claim attached by K. D. Hedin for pay;rent of 5725.81. <br />Due to the fact that our understanding was that only the Board of County <br />Commissioners could approve a change order, the County has no legal obligation <br />in this matter.
