APR 2 01983 <br />someone willing to serve on this Board and travel to West <br />Palm for the meetings, and explained to her that the <br />representation on this Board is determined by Statute and <br />based on population. It was agreed that there is a weighted <br />vote which affects the equitable distribution of funds. <br />Discussion ensued regarding the City's involvement and <br />possible participation in this matter, and Mrs. Runge stated <br />that the Vero Beach City Council has grown concerned and <br />would like to have a workshop. <br />Commissioner Wodtke said he would welcome a workshop <br />with the City and felt it was extremely important that we <br />get representatives from the District 9 Mental Health Board <br />and also the Indian River County Mental Health Board to <br />attend, because any approach we make on the treatment of <br />alcoholism is going to have to be a coordinated effort based <br />on the services that are available and mandated funding. <br />Commissioner Scurlock cautioned Mrs. Runge that as <br />supportive as we may be of the proposed program, all <br />governmental entities, including the County, are facing <br />severe budgetary constraints -this year and have many <br />programs that must be considered. <br />Chairman Bird felt that to make the proposed workshop <br />as productive as possible, representatives should be invited <br />from the Florida Department of Health and Rehabilitative <br />Services, the Indian River County Mental Health Center, the <br />District 9 Mental Health Board, and perhaps representatives <br />from Alco -Hope. He suggested that a workshop format be <br />prepared breaking down the problems in the simplest form in <br />order to apply the best possible solutions. <br />The Commissioners agreed on Wednesday, May 25, 1983 at <br />1:00 P.M. as the date for such a workshop. <br />28 <br />
