ON MOTION by Commissioner Scurlock, <br />SECONDED by Commissioner Bowman, the <br />Board unanimously authorized the staff <br />to coordinate with the Committee on Vagrancy <br />and Alcoholism in preparing a workshop <br />format and to contact the groups mentioned <br />above to participate in a City/County work- <br />shop on May 25, 1983 at r1:00 P.M. <br />Commissioner Bowman commended Mrs. Runge on the <br />excellent report submitted by her committee, which report is <br />on file in the Office of the Clerk. <br />DISCUSSION OF POOR COMMUNICATION IN CITY PROJECT TO USE <br />COUNTY RIGHTS-OF-WAY <br />Public Works Director Davis reported that sometime last <br />week he was invited to a pre -construction meeting with Lloyd <br />& Associates and learned for the first time that the City of <br />. Vero Beach plans to use County rights-of-way in building new <br />raw water lines, a construction project scheduled to begin <br />early in May. <br />Mr. Davis continued that since this project does have a <br />great deal of impact on the County's rights-of-way, he <br />requested the job not proceed until the County staff had <br />reviewed the drawings and specifications to determine if it <br />would be an appropriate use of County rights-of-way. He -did <br />feel there should have been some kind of preliminary <br />planning set up with the County on a job of this magnitude. <br />Mr. Davis reported that he has since received a set of <br />plans, but has not yet received a set of specifications. <br />Commissioner Scurlock felt it is possible that some of <br />the proposed construction could preclude our own distribu- <br />tion system from reaching certain areas, and he saw some <br />significant problems on 20th Avenue which contemplates <br />29 <br />APR 2 0198 aox qac 7 <br />
