He believed this situation <br />demonstrates a real need to develop a formal liaison between <br />the City and the County on matters of procedure. <br />City Attorney Charles Vitunac stated he had just now <br />heard of the problem and would return to City Hall and <br />contact City Finance Director Nason to notify the relevant <br />departments to make sure that the City has better <br />communication and coordination with the County. <br />Discussion followed regarding our normal review <br />procedures, which would require significant staff time, and <br />it was felt that a project of this magnitude requires that <br />we follow normal procedures even though it may delay the <br />project. <br />Administrator Wright recommended that we proceed with <br />our normal review process and perhaps encourage the City to. <br />contact us in the future when they are doing projects like <br />this to secure a right-of-way permit as do other utilities <br />and to give us an opportunity to coordinate these projects <br />before they are let. He believed there are several things <br />that may require contract amendments and negotiation. <br />The Administrator emphasized that this is not a deliberate <br />attempt to hold up the project, but that it is necessary <br />because this project impacts us significantly. He and Mr. <br />Davis stated they would do everything possible to expedite <br />this matter. <br />ON MOTION by Commissioner Scurlock, <br />SECONDED by Commissioner Wodtke, the <br />Board unanimously requested the City not <br />to proceed with any of their projects in <br />County rights-of-way, including this project, <br />without prior approval of the Public Works <br />Department re permitting. <br />30 <br />
