ROAD & BRIDGE SALARY ACCOUNT - REQUEST FOR LINE TRANSFER <br />The Board reviewed the following memo dated 4/7/83: <br />TO: The Honorable Members of the DATE: April 7, 1982 -FILE: <br />Board of County Comnissioners <br />THRU: Michael Wright, <br />County Administrator <br />SUBJECT: Road and Bride Department psrtment Salary <br />Account - Request for Line Transfer <br />FROM: <br />James W. Davis, P.E. REFERENCES: <br />Public Works Director <br />DESCRIPTION AND -CONDITIONS <br />A series of circumstances has resulted in an anticipated funding short- <br />fall for the Road and Bridge Department Salary account #004-214-541-11.12. The <br />following is an analysis of the circumstances: <br />I. When the 1982/83 FY Preliminary Budget was prepared in April, 1982, the <br />then current salaries of the existing personnel (78 employees) in the Road <br />and Bridge Department totaled $931,250. This salary figure was reported <br />throughout the budget preparation/approval process. From April 1982 to <br />September 30, 1982, the following activities took place to increase this <br />figure by $41,711. to $972961 (an increase of 4.4%). <br />1) Merit increases of 2 to 4% were granted to certain employees during <br />the annual evaluation process. <br />2) Certain Road and Bridge Department employees received adjustments <br />in wages due to inequities in the pay structure as recommended <br />by the Kelton Report. Also, -the Road and Bridge Deft was <br />reorganized. <br />3) One employee, Chalmer Tripp (yearly salary approximately $14,800) <br />was accidentally overlooked and not included in the original budget <br />submitted in April, 1982. <br />II. During the 1982/83 Budget hearing, the Board cut $35,000 for the Road and <br />Bridge salary account because of past high employee turnover and absbnteeism. <br />This turnover rate and absenteeism has been corrected (see attached chart), <br />III. On October 1,1982, a 6.5*�, cost of living increase was granted to all County <br />employees. This brought the actual Road and Bridge Salary amount to <br />$1,036,203. However, the approved budgeted salary line amount was <br />$956,905. As a result, the budgeted salary figure was inadequate by <br />$79,299. <br />IV. The County hired a much needed paralegal to work on the County's Development <br />Code (Salary $15,600). This position began November 1, 1982, and in the <br />past 5 months, salary totaling approximately $6000 has been charged to <br />the Road and Bridge Department. The salary was intended to be funded by <br />Comminity Development and Road and Bridge jointly, however, Road and Bridge <br />has funded this entire salary without budgeting the funds. <br />APR 2 01993 31 dav( <br />5 59 <br />
