This has been <br />taken care of and the organization is back on the active <br />list. <br />Mr. Zorc then explained at great length the average <br />age, income, cash assets, and other assets of the residents <br />of St. Francis Manor, stressing that eligible residents have <br />incomes of less than $540 per month. Mr. Zorc assured the <br />Board that the Manor was open to all people regardless of <br />race, color and creed. <br />Attorney Brandenburg assured the Board that our <br />position is defensible in that the rent turnback does not <br />really qualify as a solicitation. St. Francis Manor is <br />merely asking for a reduction of their rent. <br />Commissioner Lyons said that in effect, we are not <br />giving the Manor $999, just that their rent is going to be <br />$1.00 a year. <br />Mr. Zorc asked the Commission if any individual person <br />had come forth with a written complaint or evidence of <br />improper operations at the Manor. There were none received. <br />Mr. Robert Reider, representing Vero Beach Civic <br />Association, addressed the Board and stated that although <br />the Association did have questions regarding the status of <br />the Manor and its compliance with the statues, all these <br />have been addressed and answered. He wished to state for <br />the record that the Civic Association is not anti -Manor; <br />they feel the St. Francis Manor concept is tremendous and <br />they have nothing but praise for what is being done. <br />Mr. Allison DeGenero addressed the Board and stated he <br />felt St. Francis Manor was doing a fine job, but that he <br />differed in the formula used, as he believed people should <br />help themselves. Mr. DeGenero shared his great excitement <br />in the success of his program "Neighbors Helping Neighbors." <br />30 <br />
