" <br />Question then arose as to whether the procedures as outlined <br />preclude a change to the Comprehensive Plan any time of the year <br />except in January, and Mr. Keating confirmed that is what is <br />intended; the Plan states that changes will be considered only <br />once a year. <br />Community Development Director King noted that this year <br />they are running behind schedule and are only ready now to start <br />the amendment process. Next year it is the intent to initiate <br />the process very close to January 1st. Mr. King reported that <br />they have approximately 20 cases where people have indicated <br />they wish to present amendment applications and that is why they <br />felt it was critical to get specific procedures set up. <br />Commissioner Lyons noted that, in other words, this year <br />anything that comes along is considered as being of January 1st, <br />and Mr. King stated that the notice will state that we will <br />accept applications for a definite time period (2-3-4 weeks) as <br />they do not want the process to go on all year. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Bowman, to adopt <br />Resolution 83-37 establishing procedures and <br />fee schedule for amendments of the Comprehen- <br />sive Plan. <br />Peter Robinson, President of Treasure Coast Builders <br />Association, stated that basically he agreed with what has been <br />presented, but felt the requirement to consider amendments only <br />once a year in January could cause a problem for land owners of <br />tracts of 5 acres or more. He felt such land owners would not <br />ask for an amendment unless somebody wanted to buy their land, <br />and if it is necessary to wait until January, they could lose a <br />sale. <br />
