He stated that everything they <br />recommended was thoroughly documented as mandated by the <br />State. <br />Public Education Program <br />Commissioner Scurlock recommended a formal education <br />program be formulated and we put a package together in order <br />to get public approval. He stressed that the most difficult <br />task ahead would be that of educating the public as to what <br />we are faced with in meeting State mandates. <br />Acceptance of Report <br />Considerable discussion ensued as to a Motion regarding <br />formal acceptance of the report today and then giving <br />overall approval at the June lst meeting. The possibility <br />of conceptual approval was suggested; and it was noted that <br />it is important to convey to the state our intention to <br />approve this document and move forward with the jail. <br />Commissioner Wodtke emphasized that while he was <br />willing to accept the report today, in no way did he wish to <br />endorse it or say that he agreed with either the design or <br />the number of dollars. <br />Discussion continued as to the timetable and acceptance <br />of the report with minor modifications, and Commissioners <br />Scurlock and Lyons emphasized that they certainly did not <br />anticipate any radical change in the study presented at this <br />point. The importance of transmitting the report to the <br />D.O.C. was.again stressed. <br />Mr. Pinkerton noted that it will require approximately <br />8 months for completion of the documentation once authorized <br />and approximately 1h years to build the facility, which is <br />why they are recommending the Board identify the site as <br />soon as possible and authorize them to start schematic <br />design. He felt 30-60 days is a reasonable timeframe for <br />selection of a site, and believed if this is presented to <br />the public, they can give feedback. <br />22 <br />
