Nearshore worm reefs <br />2. Archeological ruins or artifacts (shipwrecks) <br />3. Beaches <br />4. Primary dune systems <br />2. The County shall require elevated dune walkovers at <br />all new or improved points of beach access. <br />3. The County shall prohibit vehicular traffic within <br />the primary dune/beach system. <br />4. The County shall require beachfront lighting designs <br />which do not result in the disorientation of nesting <br />or hatching sea turtles. <br />A 150 foot portion of the property from the shoreline is <br />located within a coastal high hazard zone (Zone V12, elevation <br />11) and a regulatory flood zone ( Zone A10, elevation 9). The <br />applicant's survey indicates that the Coastal Construction <br />Setback Line is between 140 and 150 feet from the approximate <br />mean high water line.__ Conformance with the flood protection <br />standards of Ordinance 82-28 will be required of all develop- <br />ment within the V-12 and A-10 Zones. <br />Utilities: <br />The subject property is not currently served by County water <br />and wastewater facilities. As this parcel is an enclave sur- <br />rounded by the Town of Indian River Shores, the County does not <br />intend to provide the parcel with future services. The County <br />recommends that the services be provided by the Town of Indian <br />River Shores or the City of Vero Beach; however; if service is <br />not provided by either municipality, the developer would be <br />able to apply for a franchise from the County to provide his <br />own water and wastewater facilities. <br />RECOMMENDATION <br />During the Planning and Zoning Commission meeting held on <br />April 14, 1983, the Commission denied the applicant's request <br />for those reasons identified within the description and con- <br />ditions section of this agenda item. It is the staff's opinion <br />that these reasons are valid concerns. It is the staff rec- <br />ommendation that the Board of. County Commissioners give due <br />consideration to the Planning and Zoning Commissions' recommen- <br />dation as well as the information provided by this memorandum. <br />32 <br />
