JUS 5.7?t <br />the needs of the various areas, and then make a final <br />decision next year. <br />Commissioner Lyons asked if the committee could be a <br />sub -committee of the Transportation Planning Committee. <br />Commissioner Scurlock felt if he would be allowed to <br />form such a sub -committee, that would be fine, but he needed <br />authorization to request some staff time. <br />Commissioner Lyons suggested the Board consider a <br />Motion to accept the recommendation of Commissioner Scurlock <br />and have a study group formed under the auspices of the <br />Transportation Planning Committee with reasonable staff time <br />being authorized to assist in getting together all the facts <br />involved. <br />Administrator Wright stated that the original staff <br />position was to go to a public hearing on gas tax with the <br />understanding that any monies received would be used for . <br />reduction of the ad valorem tax. He understood Commissioner <br />Scurlock's concern, but asked that the Commission keep in <br />mind those municipalities who are not in a position to <br />reduce ad valorem taxes but do need the money. The <br />Administrator noted that if the Commission did not go to a <br />public hearing today, this will have been put off for a <br />year. He did not, however, disagree with Commissioner <br />Scurlock that this may be the best way to go. <br />Commissioner Wodtke was concerned about the philosophy <br />involved. He had no objection if we need the additional <br />funds for roads, but he did object to taxing gasoline users <br />and then using those dollars to relieve the ad valorem <br />taxpayers for something that is not a road use. <br />Administrator Wright stated that the monies would have <br />to be used on the roads. <br />Commissioner Lyons stated the purpose of the committee <br />would be just to gather the facts; the philosophy is <br />M <br />r � � <br />
