AUG 31983 <br />R <br />?AG( <br />arrangement without <br />having to take it to his Board <br />each <br />time. Mr. Diaz answered that if it is to be a permanent, <br />long-range activity, the Corporation's Board will have to <br />approve it, but if it is strictly temporary, he felt sure <br />that he had the authority to approve it. <br />Mr. -Diaz assured Commissioner Wodtke that the <br />Corporation will insure the entire complex and have a binder <br />put.on it immediately upon execution of the papers. He <br />requested the full legal description of the property. <br />Commissioner Wodtke was assured that the West Wabasso <br />Progressive Civic League was incorporated. <br />Wayne McDonough, attorney representing the West Wabasso <br />Progressive Civic League commented on the RESERVATION OF USE <br />provision in the deed. His concern was for the County to be <br />aware that at any time the County should wish to use the <br />unused portions of the facility or site, it would be subject <br />to the provision in the lease between the Health Center and <br />the League; namely, in the lease document under provision <br />3-B which is attached to the deed, it states that basically <br />any additional building space and playground area will'be <br />made available to the League as requested. <br />Attorney Brandenburg explained that the County has the <br />right to go in and use any unused portions after they make <br />arrangements with Mr. Diaz's group and do not have to obtain <br />the permission of the West Wabasso Progressive Civic League. <br />Mr. McDonough also commented on one other point under <br />the reversionary clause, specifically, the representation of <br />Indian River County on the Board. On Page 2, (e), he would <br />like to request that provision be made for the League to <br />have representation on the Corporation's Board of Directors. <br />Attorney Brandenburg explained that the way it is <br />written now, it is open to the discretion of the Indian <br />River County Board of Commissioners to appoint two <br />
