it <br />S E P 211983 BOOK `� 720 <br />the transfer so that it would not in any way vitiate the <br />site plan. <br />Developer Arthur Wilson came before the Board, and on <br />prompting by Attorney O'Neill explained to the Board in <br />detail the work done on his project, the problems <br />encountered which caused the delays, his offer to drop <br />density in an effort to work with his neighbors the amount <br />of money expended, the sewer plant purchased, etc. <br />The Board had difficulty understanding why Mr. Wilson <br />would go ahead and buy a wastewater plant without first <br />filing for a franchise. <br />Mr. Wilson stated that he told the Utility Department <br />about the plant he was buying; they were very impressed with <br />it, and he was encouraged to buy it. He knew a permit would <br />be necessary, but did not think it would be necessary before <br />he bought the plant. <br />Commissioner Lyons stated that he had difficulty in <br />understanding how Mr. Wilson has tried to do this on such an <br />informal basis when he knows all these things have to be <br />done and approved by the County. <br />Mr. Wilson pointed out that there is an area designated <br />for this package plant on the site plan and his engineer <br />visited Mr. Pinto on several occasions. The project can't <br />go through without a package plant, and he could not believe <br />that the County would issue a building permit and let people <br />spend all this money and then say you can't do it. He noted <br />that he hired professional engineers and followed their <br />advice, and he believed they had done things quite <br />correctly. <br />After further discussion, the Chairman instructed that <br />the following letter from former Utilities Director George <br />Liner, as well as letters from Carter Associates, all re <br />water and sewer service, be made a part of the record: <br />sli <br />
