NOV 2 )983 <br />I <br />altered to include the restrooms. <br />The Judge requested that <br />Administrator Wright check with Ester Rymer of the Building <br />Dept. and also with the Fire Dept. to see that all building <br />requirements are complied with. <br />Administrator Wright pointed out that with the <br />exception of the restrooms, practically everything that will <br />be used in the courtroom can be salvaged at such time that a <br />criminal justice complex is built. He noted that we want to <br />move very carefully. <br />SPECIAL INSPECTORS REQUIRED FOR ALL THRESHOLD BUILDINGS <br />The Board reviewed the following memos dated 10/25/83 <br />and 10/10/83: <br />TO: Ester Rymer DATE: October 10, 1983 FILE. <br />'-'Director, Building Department <br />-SUBJECT: Chapter 83-160 Laws of <br />Florida <br />Regarding Special Inspectors <br />FROM: Gary M. Brandenburg REFERENCES: <br />County Attorney <br />I agree with the Department of Community Affairs' interpretation. <br />We should establish standards for Special Inspectors by resolution <br />of the Board of County Commissioners and then maintain a list of <br />those who qualify. Not all architects, engineers, etc. have <br />expertise in structural components. I believe this is an area that <br />we must be very careful about. <br />I agree with D.C.A. that the Special Inspector should not be an <br />employee of the contractor. In my mind it defeats the purpose to <br />have the engineer who designed the project to_insnect it. _ <br />The Special Inspector should be chosen from a list of approved <br />people competent to perform structura� inspections supplied by the <br />County. This individual will negotiate his or her fee directly <br />with the contractor, but will report and be responsible to the <br />enforcing agency. We will develop a form where the inspector must <br />pledge his allegiance to the County. <br />Normal inspection, however, must continue even when a Special <br />Inspector is involved. <br />54 <br />
