TO: Michael Wright DATE: October 25, 1983 FILE: <br />County Administrator <br />SUBJECT: Chapter 83-160 <br />Laws of Florida <br />Regarding Special Inspectors <br />FROM: Ester Rymer j' ,� , REFERENCES: <br />Building Direc,tort: <br />Effective October 1, 1983, a special inspector is required on all <br />threshold buildings. <br />The special inspector should be chosen from a list of approved <br />people competent to perform structural inspections supplied by <br />the County. <br />I would like to place this matter on the agenda for discussion by <br />the Board of County Commissioners to establish standards for main - <br />twining a list of those who qualify. <br />I recommend that the list be established and reviewed by the Indian <br />River County Building Code Board of Adjustments and Appeals. <br />For further information on this subject, please refer to the <br />attached memo from Mr. Brandenburg. <br />Attorney Brandenburg reported that the Legislature has <br />passed a new law requiring special inspectors to be present <br />at all times when structural components of threshold <br />buildings are being constructed. This is to avoid accidents <br />such as the one last year where an aeronautical engineer <br />designed a building and it collapsed. The Attorney <br />explained that this law requires the County to set up <br />standards and maintain a list of those people that the <br />County 'feels are qualified to do this type of inspection. <br />Director Rymer has suggested that the Board authorize the <br />County Building Board of Adjustments and Appeals to come up <br />with standards of eligibility for placing competent <br />inspectors on that list. Attorney Brandenburg cautioned <br />that the County be very careful in their determination of <br />who is competent to be on the list.
