Future Land Use Pattern <br />The Comprehensive Plan designates the subject property as LD -2, <br />Low -Density Residential 2 (up to 6 units/acre). All of the <br />land around the subject property is also designated LD -2 except <br />for the area to the west. Some of the land west of the subject <br />property can be included in the Hobart Road/U.S. Highway 1 <br />commercial/ industrial node. The land on the west side of U.S. <br />Highway 1 is in the U.S. Highway 1 MXD, Mixed -Use District, <br />Corridor (up to 6 units/acre). <br />The R-3, Multiple Dwelling District, zoning of the subject <br />property (allowing up to 15 uni`.s/acre) does not conform to the <br />LD -2 land use designation of this area. The R-3 densities were <br />grandfathered in because the site plan was approved before the <br />Comprehensive Plan was adopted. However, the proposed R -2D <br />zoning does conform to the LD -2 land use designation and will <br />provide a .good transition between the commercially -zoned land <br />west of the subject property along U.S. Highway 1 and the <br />single-family subdivision east of the subject property. <br />Roads/Traffic <br />The proposed down -zoning of the subject property would result <br />in considerably less traffic generated on this site. The R-3 <br />zoning could generate up to 1864 average daily trips (ADT). <br />The R -2D zoning would allow a maximum of 746 ADT. , <br />Environment <br />The subject property is not designated as environmentally <br />sensitive. However, the majority of the subject property is in <br />a floodplain zone A9 (elevation 6). The zone A9 designation is <br />for areas subject to 100 -year floods. The remainder of the <br />subject property is in a zone B floodplain area which includes <br />land within the limits of 100 year flood and 500 year flood. <br />ri+-; 1 ; t-; Ac <br />The subject property is not currently served by County water <br />nor wastewater facilities. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Richard Shearer, Principal Planner, presented staff's <br />recommendation that the County initiate rezoning o.f Indian <br />Lakes Condos from R-3, Multiple Dwelling District, allowing <br />up to 15 units per acre, to R -2D, Multiple Family District, <br />which allows a maximum of 6 units per acre. This rezoning <br />would bring the zoning into conformance with the <br />Comprehensive Plan Land Use designation for this property, <br />which is LD -2 maximum of 6 units per acre. <br />Staff feels that <br />39 <br />DEC 7 1983 Bye 55 n �-1� .. <br />
