Commissioners Wodtke and Scurlock questioned the need <br />for an 8 -cylinder, four wheel drive vehicle. <br />Community Development Director Tommy Thomas explained <br />that the vehicle must have the capability to haul the <br />trailer used by the Animal Control --Dept. for the handling of <br />large animals such as horses and cows. The trailer can hold <br />up to three or four large animals at a time. He pointed out <br />that just this past week they had need of the trailer for a <br />rabid horse. Director Thomas also felt that with a 4 -wheel <br />drive vehicle they would be able to get into more areas, <br />such as the grounds next to the airport where they are <br />trying to round up packs of wild dogs. <br />ON MOTION by Commissioner Wodtke, <br />SECONDED by Commissioner -Bowman, the <br />Board unanimously approved the purchase <br />from the Florida.State Contract of a 1/2 Ton, <br />6 cylinder, 4 -wheel drive truck, for the amount <br />of $8396; and approved the purchase from the <br />Florida State Contract of a mobile radio and <br />antenna for the truck in the amount of $1042. <br />E. Approval of Comprehensive Agreement Between Indian River <br />County and Martin County School Board under the Florida JTPA <br />Program <br />Commissioner Scurlock expressed his dislike.of the Job <br />Training Partnership Act (JTPA) program because of the <br />inequities in the program and stated that he intended to <br />vote against the proposed agreement. <br />Commissioner Wodtke asked if there was any way the <br />County can be sure that the participants do not work <br />overtime or draw unemployment compensation. <br />Assistant County Attorney Chris Paull, explained that <br />if a temporary employee loses his job through no fault of <br />10 <br />d E C 211983 :. a-iK _ 55 <br />
