reached the limit of his elasticity in the matter, and he is <br />about ready to go back and have an agonizing reappraisal. <br />Knowing what we all know about jails and looking at the <br />constraints that the County has and the spirit of <br />cooperation that exists with the Sheriff's Department <br />Commissioner Lyons stated that he is ready to tell the <br />architects that we are not going to exceed $8 -million in the <br />building of the jail; whatever we do will have to be <br />accomplished within that amount. He felt that we can set up <br />some alternatives that will get us through the first phase <br />and then look at it again in another 5 years. - <br />Commissioner Lyons wished to accomplish two things: <br />1) Provide sufficient jail cell capacity in one location, <br />and:, 2) Set up efficient intake and administrative space as <br />far as the jail is concerned. -He continued that his <br />recommended $8 -million figure would include contingencies, <br />and reported that he will be meeting with the architects in <br />the first week of January. In the meantime, Capt. Bill <br />Baird and Jim Davis areconsidering revisions to the plans. <br />Commissioner Lyons reported that there is a possibility <br />of using prefabricated portions for part of the jail, and <br />noted that juvenile and women's quarters have different <br />requirements than the men's quarters. He felt confident <br />that the Sheriff is pretty much in agreement and will do <br />everything necessary to make this work. <br />Administrator Wright suggested the financial <br />alternative of using a sales tax, but cautioned that it has <br />to be moved on during the next 10 days. Commissioner Lyons <br />said that whatever financial alternative they come up with <br />would be fine with him, as he will be out of state during <br />the next meeting. <br />Administrator Wright stressed that we must determine <br />the cost of the jail before we can determine the financing. <br />52 <br />DEC 211983 Fnr 5,5E702.1 <br />
