Kea ing j;7­AICP DISTRICT <br />Planning & Development Director <br />FROM; Richard Shearer•, AICPReq%Willhoite <br />Principal Planner REFERENCES: DIS:MISC1 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of December 21, 1983. <br />DESCRIPTION AND CONDITIONS <br />The J.R. Charles Corporation, acting as agent for the owners <br />Henry and Lillie Willhoite, is requesting to rezone approxi- <br />mately 18.33 acres located north of 3rd Street SW and west of <br />6th Drive from R-1, Single -Family Residential District, to A, <br />Agricultural District. <br />The applicants propose to establish a sand mining operation on <br />this site and then develop it as a single-family subdivision <br />around a lake. Mining operations are only allowed in the <br />Agricultural zoning district. _. <br />On November 10, 1983, the Planning and Zoning Commission voted <br />3 -to -1 to deny this rezoning request. The Commission felt that <br />a rezoning would result in "spot zoning", that agricultural <br />uses require more than 18 _acres of land, and that the existing <br />R-1 zoning is appropriate based on -the surrounding land uses. <br />This decision has been formally appealed by the applicants: <br />ALTERNATIVES AND ANALYSIS <br />In this section, an analysis of the existing land use pattern <br />will be presented as well as a discussion of the future land <br />use as established in the Land Use Element of the Comprehensive <br />Plan. <br />Existing Land Use Pattern <br />The subject property is currently vacant. The land north and <br />west of the subject property is also vacant. Whispering Palms <br />Subdivision is located east and south of the subject property. <br />Whispering Palms is a single-family subdivision which is almost <br />completely developed.
