franchise, we will carry out the terms of the franchise. <br />felt anything else is redundant. <br />Attorney Brandenburg believed the Commission should <br />have Hutchinson Utilities present its full case and then <br />make a determination. <br />Intervener White again called William Duynslager of <br />Greeley and Hansen, Engineers, who was sworn in by Court <br />Reporter Zambataro. <br />Intervener White asked that Mr. Duynslager supply <br />information on what it would cost to improve the existing <br />plant with filters and what it would cost to build a new <br />plant with filters. <br />He <br />Mr. Duynslager reported that he evaluated the existing <br />plant and in a report dated September 22, 1983 to Mr. White <br />(Intervener's Exhibit #2), he outlined some construction <br />costs built around the existing plant staying in service and <br />expanding it by 100,000 gpd. Page 8 of that report shows a <br />total project cost of $547,000. <br />Intervener White noted that the report states that <br />"Sufficient area exists at or adjacent to the existing plant <br />site for the expansion." and asked Mr. Duynslager if that <br />was his opinion. Mr. Duynslager confirmed that it was. <br />Mr. Duynslager stated that he has continued to refine <br />the numbers since the report was done, and there is a <br />company in Miami that will build a complete package plant in <br />place for $250,000 - that does not include filters or <br />landscaping or roadways. He has a second quote from a <br />company in Clearwater stating they will build a 250,000 gpd <br />plant complete in place with filters for $302,000. He, <br />therefore, believed a safe number to build everything <br />required would be half a million. This is versus the <br />$900,000 suggested earlier in the hearing.
