BOOK .55 <br />issue of half a million or less gets increasingly expensive, <br />and it might be cheaper just to go to the bank and borrow <br />the money. He further noted that since government grants <br />seem to be slowly drying up, engineering firms are getting <br />into the business called "privatization," i.e., they put <br />together a package where a plant can be constructed and find <br />people for whom it would be a tax advantage to make a <br />contribution to the project. <br />Intervener White asked what it would cost to install <br />the filters and additional capacity in the existing plant. <br />Mr. Duynslager stated that he had a cost estimate from <br />Moroff Company to construct a 100,.000 gpd plant and then <br />filter 250,000 gpd, excluding site work, landscaping, etc., <br />for $197,000. He believed there is another $50-60,000 that <br />would be involved for site work, <br />Intervener White felt it has been established that <br />there are other ways of financing this proposal and of <br />building the plant. <br />Mr. Duynslager noted that building a new plant really <br />doesn't solve any problems since all you would do would be <br />accommodate the growth that would occur within this existing <br />franchise. He felt if the county were to pursue building <br />the whole new plant, it would be to their advantage to build <br />one to serve the region rather than having a multitude of <br />plants. <br />Chairman Scurlock stated that it has been the <br />Commission's policy to consolidate these package systems. <br />He further noted the possibility of annexation has arisen <br />and asked if any cost estimating was done in terms of <br />refurbishing the present plant and extending a line down to <br />the lift station at Seagrove. The Chairman believed even <br />without annexation there is a possibility of looking to the <br />City for some capacity. <br />51 <br />
