WK 6 PA6E:.14 <br />he is out of line asking the county to maintain the road if <br />they bring it up to county standards. <br />Al Youngman of Apple Way also did not believe this is <br />an equitable situation. He reported that he wrote former <br />Administrator Nelson several years ago stating that he' <br />believed the County ordinance was violated because there was <br />supposed to be a 1" asphalt base, and it wasn't even 1/4" <br />thick. Mr. Youngman noted that now Country Walk Subdivision <br />is being put in with their back yards facing Apple Way's <br />front yards, and they are supposed to put in plantings for <br />buffering, but this hasn't been done yet. Mr. Youngman <br />pointed out that when the planting is put in along their <br />ditch, because of the other ditch and the-_ road, the <br />residents will be boxed in and unable to clean their ditch. <br />He felt this is extremely bad planning. <br />Commissioner Lyons agreed that this is a real mess and <br />did not see how we can walk away from it. <br />Discussion continued as to what to do about the problem <br />presented by the two ditches. Mr. Youngman stated that the <br />residents had discussed the possibility of eliminating one <br />ditch or making the road wider, and Mr. Wiggins noted that <br />all their homes sit far enough back; these are large lots <br />and they have enough room. <br />Commissioner Lyons -suggested that we ask them to sit <br />down with the Planning people, the engineering people and <br />the Attorney, and_ see what can be done to resolve this <br />problem. <br />Commissioner Bowman felt the County is liable at least <br />to the extent that we did not carry out our responsibilities <br />in 1974, but it was pointed out that we don't know that we <br />did not do so. <br />Commissioner Bird asked if the residents would be <br />willing to pay 100% of bringing the road up to standard, if <br />the County would accept the road. He felt that might be <br />53 <br />so <br />
