(Monthly reports attached). (On file in office of Clerk) <br />On the average, 43% of the employees file claims each month on <br />themselves or their dependents. Three to four hours per day is' <br />spent with individuals or on the telephone answering questions, <br />obtaining information or filing claims. This has made it diffi- <br />cult to devote the necessary time needed to do Personnel work. <br />The billing and bookkeeping is handled by Darlene Weeks in Manage- <br />ment/Budget Office. She spends a minimum of two to three days at <br />the end of every month coordinating the billing for all departments, <br />balancing the register, writing warrant requests for payment to the <br />Company and making the necessary additions, deletions or changes. <br />However, as soon as preparations for the 1984-85 budget begin, she <br />will be unable to spend her time on insurance-. <br />A full time insurance clerk would be responsible for the duties of <br />both firs-. Weeks and myself. In addition, the position would in- <br />clude handling of all Workers Compensation claims and reports, auto - <br />and general liability, addition and deletion of all County -owned <br />property or equipment, renewal policies, breakdown of cost to <br />departments and eventually an insurance register. <br />Recommendation: Personnel or Office of Management/Budget be authori- <br />zed to hire an insurance clerk at a beginning salary of $11,000 <br />annually. <br />Mrs. Hoder noted that last September when we were <br />discussing insurance, it was left that if Personnel could <br />justify the need for an insurance clerk, they could come <br />back to the Board in this regard. She believed that they <br />can justify the need now. <br />Administrator Wright confirmed that by taking over this <br />paperwork we are saving about $35,000, but it has saddled <br />Personnel with so much, they are not effective in their own <br />work, and we need to free them up.
