The Constitutional Officers have the <br />responsibility of addressing any comments made to them. <br />Finance Director Fry assured the Board that all recom- <br />mendations will be complied with, and, in fact, most of the <br />recommended changes have been instituted already.` The <br />criticism in regard to fixed assets will take a little <br />longer to clear up. He felt the suggestions made were good <br />ones. <br />Chairman Scurlock stated that he would like statistics <br />comparing budget growth to population growth for the <br />Constitutional Officers as well as the Board. <br />Finance Director Fry noted that the chart on Pgs. 160- <br />61 breaks down where funds have been expended over the <br />years, and this does include the Constitutional Officers. <br />Commissioner Lyons believed that this is about the <br />cleanest audit he has ever seen. <br />Commissioner Wodtke brought up the idea of forming a <br />budget and audit committee - not a finance committee. He <br />felt such a committee would give the general public an , <br />opportunity to have direct input into the budget and <br />auditing process and believed in some cases it could provide <br />a vehicle for finance to address concerns that came up in <br />the audit. Mainly it would be an opportunity for the <br />general public to have input and give them some accounta- <br />bility. Commissioner Wodtke asked if the Board might want <br />to give this some consideration. He felt possibly we could <br />have one County Commissioner chair such a committee and have <br />two or three lay people in community service who could be <br />involved in a fact finding way. <br />Administrator Wright stated that he would have no <br />problem with the audit part, but asked if Commissioner <br />Wodtke would want us to do budget presentations to a lay <br />committee. <br />40 <br />
