Public Works Director Jim Davis stated that after the <br />Selection Committee met on Monday to receive formal <br />presentations from three firms, they prioritized the firms <br />for purposes of negotiating a contract for professional <br />services. <br />Chairman Scurlock asked if any of these firms conducted <br />the analysis for the Palm Beach County traffic impact fee <br />ordinance, which has been successfully pursued through the <br />court system. Attorney Brandenburg explained that <br />Kimley-Horn and Associates, Inc. of West Palm Beach was the <br />engineering firm that did the statistical data. <br />Barton-Ashmann Associates, Inc. conducted similar work in <br />Sarasota on another impact fee ordinance that is successful. <br />He noted that one of the attorney's who defended the Palm <br />Beach County ordinance, Craig Richardson, is associated with <br />Barton-Ashmann. <br />Administrator Wright reported that they had included <br />representatives from Fellsmere and Sebastian to assist in <br />the selection process, because once this ordinance is in <br />place, it will affect those cities also. <br />Chairman Scurlock understood that there was a <br />discussion at the'Vero Beach City Council level of possible <br />joint participation, and Administrator Wright explained that <br />the actual amount will depend on the amount of work that is <br />directly related to the municipalities. <br />Chairman Scurlock felt that before we move ahead with <br />anything other than authorizing the negotiations, he wanted <br />to see exactly what formula is going to be used to determine <br />the amount of participation. <br />Administrator Wright advised that once we select the <br />firm and define the scope, the amount of participation would <br />be determined and a formula would be brought back to the <br />Board for approval. <br />47 <br />AP_ R 4 1984 sou '56 PAGE 589 <br />
