Chairman Scurlock stated that his only question is the <br />bid procedure, and Attorney Brandenburg explained that the <br />County is allowed to negotiate directly with a -vender if <br />that vender is a sole source provider. If the County were <br />to buy from another vender, we would lose a large portion of <br />the warranty on the entire system; so, with regard to the <br />issue of maintaining the warranty, we only have one vender <br />we can deal with. He believed this meets the requirements <br />of the bidding procedure., <br />Commissioner Lyons commented that apparently this will <br />lower the electrical requirement to run the plant, and Mr. <br />Pinto explained that the membranes are pumping against a <br />pressure of 600 pounds, and by adding the membranes, you get <br />more flow for the exact same pumping. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED <br />by Commissioner Wodtke, to pursue purchasing and <br />installing the membranes as outlined and as recom- <br />mended by staff. <br />Commissioner Wodtke wished to know why we need to <br />increase capacity now, and Administrator Wright stated that <br />we don't, but this is a very good price and we will be <br />needing more capacity in a year. He further noted that we <br />need to commit now for the company's testing purposes. <br />Director Pinto pointed out that even though we are not <br />using all the present capacity at this time, it is all <br />committed. <br />Commissioner Wodtke then noted that if the equipment <br />isn't being used, we still will be using up our warranty. <br />Director Pinto explained that is why we would only put <br />in one rack this year, and we will make use of it.
