We are bound presently by <br />contracts with Vista Properties as to any connections into <br />the Vista facilities, and also there is the question of <br />capacity. Ther are two plants -Vista Gardens to the north <br />and the Vista Royale plant to the south, and supposedly <br />between the two plants, there is 100,000 gallons in excess <br />capacity. Mr. Pinto doubted this because these plants have <br />to reserve capacity for the building out of Vista Properties <br />both residential and commercial. We can expand the facility <br />however, and we presently have a consulting engineer doing a <br />wastewater master plan. As other people come along and want <br />to build treatment plants, Mr. Pinto believed it would be to <br />our best interests to connect them into an existing plant. <br />If there is not enough capacity, and we can make modifica- <br />tions at their expense without jeopardizing the plant, he <br />felt we should do so. He felt we could do this with the <br />Vista Gardens plant, but believed we would have to negotiate <br />with Vista Royale. Mr. Pinto reiterated that our policy is <br />if we can get the capacity., we should allow connection. <br />Chairman Scurlock's-main concern was how to set a <br />policy to treat everyone equitably and fairly. He further <br />noted that we told the Vista people we had no immediate <br />plans to bring any other effluent into their plant, and <br />Administrator Wright emphasized that was a true statement at <br />the time. <br />Utilities Director Pinto explained that statement came <br />about when we were talking about connecting Treasure Coast <br />and Ixora into either one of the plants. There was not <br />enough capacity to connect both, and because we would have <br />been taking customers from an existing system into an <br />existing plant, there would have been no impact fees to <br />generate the funds needed for the modifications that would <br />have to be made. <br />78 <br />
