the location of improvements on the site, their relationship to <br />surrounding property, and their conformance to applicable <br />County regulations. The staff did not and could not consider <br />detailed facility design characteristics, such as the type, <br />style, and location of blowers and other factors. Since design <br />parameters will be dictated by and monitored by DER, it was the <br />feeling of the staff that potential adverse impacts such as <br />noise, odor, and aerosol effects could be resolved through <br />design requirements mandated by the DER. The DER will also <br />address potential environmental effects and any potential <br />health or safety impacts from the facility. <br />It is the staff's opinion that the Planning and Zoning Commis- <br />sion made the correct decision in approving the Hutchinson <br />Utilities, Inc. wastewater treatment facility site plan appli- <br />cation. <br />RECOMMENDATION: <br />The staff recommends that the Board of County Commissioners <br />deny the appeal and affirm the Planning and Zoning Commis- <br />sioner's action approving the Hutchinson Utilities, Inc. <br />wastewater treatment facility site plan application. <br />Robert Keating, Director of Planning & Development, <br />presented staff's recommendation for denial of the appeal by <br />St. Edward's School of the Planning & Zoning Commission's <br />approval of Hutchinson Utilities site plan for a wastewater <br />treatment plant. He noted that the only reservation staff <br />had in consideration of the site plan was whether a row of <br />Australian Pines located to the north of the site was <br />sufficient landscaping buffer: Unfortunately, the pines are <br />located on the property of St. Edward's School. After <br />discussing this with the applicant, Director Keating felt <br />confident that the applicant will put an additional <br />landscaped buffer on the north property line of the site. <br />Therefore, it is staff's feeling that the Planning & Zoning <br />Commission made the correct decision in approving the site <br />plan application. <br />Chairman Scurlock opened the Public Hearing and asked <br />if anyone wished to be heard in this matter. <br />Frank J.
