Craver Assessment Dist. <br />Staff Planner \\X�� \ DIS:KAREN <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of June 6, 1984. <br />DESCRIPTION AND CONDITIONS: <br />The residents of 40th Avenue between 12th and 14th Streets have <br />petitioned the Indian River County Commission to establish a <br />Special Assessment District for the purpose of providing a <br />cul-de-sac on 40th Avenue, south of 14th Street. The bound- <br />aries of the Special District shall include all properties <br />abutting 40th Avenue extending north from 12th Street to 14th <br />Street; platted as Phyl-Ann Terrace Subdivision. The petition <br />for the creation of the District has been submitted in conjunc- <br />tion with a request for conceptual approval of the abandonment <br />of approximately 65 feet of 40th Avenue right-of-way, between <br />the southern right-of-way line of 14th Street and the proposed <br />cul-de-sac. A formal public hearing regarding the abandonment <br />will be held after construction drawings of the cul-de-sac are <br />designed and an exact legal description of the area to be <br />abandoned can be ascertained. Conceptual approval of the <br />abandonment is necessary to warrant the production of con- <br />struction drawings by the County Engineering Department. The <br />design $rawings will also determine the construction costs and <br />thereby provide for the establishment of the Special District <br />assessment roll. The property owners have requested that the <br />assessment be on a "per lot basis". <br />The property owners wish to convert the subject portion of 40th <br />Avenue into a dead end cul-de-sac for various reasons. 40th <br />Avenue currently provides a direct connection between 12th <br />Street and the commercial areas along State Road 60. Such a <br />connection leads to a higher traffic volume and speed in excess <br />of that which is reasonably expected for an interior subdivi- <br />46 <br />
