JUN 619947 -3 I <br />BOOK 5 9 PAGE•�4 <br />Planner Craver emphasized the desirability of <br />separating single and multiple family neighborhoods and <br />thereby decreasing traffic volume and speed on a local <br />subdivision road. She reported that one thing was left out <br />of the recommendation that should be added and that is that <br />a bike path be incorporated into the cul-de-sac to connect <br />40th Ave. and 14th St. <br />Commissioner Wodtke commented that generally we require <br />that streets go through and connect and he wondered if this <br />is a change in policy. <br />Public Works Director Davis explained that usually we <br />request subdivisions that are primarily new development to <br />connect to existing land that perhaps does not have proper <br />road frontage or that interconnects subdivision streets. In <br />this situation where you have multi family development to <br />the north of 14th St. and single family to the south, it is <br />a good planning concept to segregate the two neighborhoods, <br />and the Traffic Engineer feels it would create a better <br />situation to channel the traffic to a collector road <br />network. Staff tries to look at each individual situation <br />on its own merit, and they feel there is justification in <br />this case. <br />Commissioner Wodtke wished to know who pays for this <br />engineering work, and Mr. Davis stated that the improvements <br />will be paid for by the residents. We can do the <br />engineering work in-house and just put it on our project <br />list. <br />Discussion ensued regarding the process for abandon- <br />ment, assessment, etc., and Attorney Paull informed the <br />Board that there will have to be two public hearings - one <br />to approve the assessment roll and another regarding the <br />abandonment.
