J <br />4 <br />s� iagCTI <br />TO: Michael Wright, County Administrator <br />FROM: Freda Wright, Clerk of the Circuit Court <br />SUBJECT: Car Allowances <br />Please be advised that effective July 1, 1984 before any <br />checks will be written for car allowances a typical months' <br />travel statement will have to be filed with the Finance Department <br />for all individuals who will be receiving a car allowance. <br />The Administrator requested that Finance Director Ed <br />Fry explain the Clerk's position, but Attorney Brandenburg <br />offered to summarize the situation. He noted that, as the <br />Board is aware, the County has over a period of time used <br />the availability of car allowances as an incentive to hire <br />people in various positions, and this is specifically laid <br />out in some of the employment contracts. In the past there <br />has been a debate with the Clerk's Office as to how this car <br />allowance should be handled. They, therefore, wrote and <br />asked the Attorney General for his interpretation of the <br />Statutes, and he came back with an opinion that we probably <br />ought to change our practices with respect to car <br />allowances. Because of this, Clerk Freda Wright has <br />indicated she will not authorize any more checks. The <br />Attorney continued that what this comes down to is a <br />question of whether the car allowance itself should be <br />treated as other compensation and all the deductible items <br />taken out <br />or whether the employees <br />should follow the <br />exact <br />JUL <br />111984 <br />92 <br />BOOK <br />57 FmuE700 <br />
